The Police Standards Advisory Council (PSAC) was
established to oversee the operation of the Nebraska Law Enforcement
Training Center and ensure policies and procedures related to law
enforcement training are carried out. The Council acts for the
Commission in all matters relating to law enforcement training and the
Training Center with the exception of budgetary and personnel
matters. The Council establishes and enforces minimum
qualification and training standards for law enforcement officers as
well as assessing current and future law enforcement needs related to
standards and training.
The Council is also responsible for establishing Training Center
admission criteria and the training curriculum for law enforcement
certification as well as serving as the hearing body for
decertification of law enforcement officers. The Council serves
as an appeals board for actions related to the enforcement of
standards, admission to the Training Center and actions taken by the
Center’s Director.
The Council’s seven members are appointed by the Governor for four year
terms. As required by statute, membership includes two county
sheriffs, two police chiefs, a Lincoln or Omaha Police Department
representative, a Nebraska State Patrol representative and a member of
the public at large. In addition to the seven appointed members,
a Crime Commission member and Special Agent in Charge of the Omaha FBI
Office serve as ex-officio members. The chairperson of the
Council also serves as a member of the Crime Commission.
